People are reliant on their mobile devices for many things, but most
important for assistance and information, especially when it’s
urgent.
Situation
Batman is trying to keep Gotham City safe, but fighting and
Capturing the Joker has been too much for him to handle alone.
Insights
After talking to the city council, Batman learns:
1) There are groups of superheroes in every city, 5–10 per
city.
2) All superheroes work with a city official (e.g. head of the
police department) that calls on them for help.

Background
Gotham City is one of the world’s most populous metropolitan areas. It is the residence of Batman, the legendary superhero. It also houses the infamous Arkham Asylum, as well as Wayne Enterprises, which has its headquarters in Wayne Tower and is one of the world’s leading manufacturers of military equipment and high-tech technology. Gotham City, as a global power city, has a significant impact on commerce, finance, media, art, fashion, research, technology, education, and entertainment.
